Wall Street: If you prosecute us, Main Street will suffer. If you hurt us, the whole economy will fail.
Government: Then we will fine you instead.
Wall Street: O. K. we will pay a fine but it better not be a big one. If it is, we will retaliate and that will hurt Main Street.
Government: The fine will be something you can afford. We are sorry to inconvenience you.
